Control of the individual sewage system
Seeing the General Code of Local Districts, especially the articles L. 2224-8 and following, Seeing the ministerial law of the 7th March 2012 defining the technical prescriptions to be applied to individual sewage systems, Seeing the ministerial law of the 27th april 2012 defining the modalities of the individual sewage system technical control, Seeing the article L. 1331-11 of the Public Health Code.
The individual sewage system is an equipment installed when a building is not served by the common sewage web. The present regulation states that these devices must be conceived, settled and maintained so that there is no risk of water contamination or pollution, especially when it concerns human consumption.
These devices are made of a pretreatment in a tank and of a treatment through the existing or a reconstituted soil.
The sewage system must be regularly maintained so that it assures :
the good running state of the facility and of the structure, especially of the airing device and, in case the route allows it, of the degreasing devices,
the good flowage of effluents to the purifying device,
mud and waterborne gathering inside the all waters tank.
Except from particular circumstances linked to the structure caracteristics or to the building occupation, the drainage of muds and waterbornes must be executed :
at least every four years for all waters tanks and septic tanks,
at least every four month for degreasing tanks.
The structures and the manholes access must be free to assure their maintenance and their checking. Indeed, a running state control has to be done by the Public Individual Sewage Checking Department (S.P.A.N.C.) of the Towns Community of DE L'OUST A BROCELIANDE (O.B.C.). This verification allows to detect potential faults in the design or due to the structure wearing, to appreciate potential inconveniences generated by these faults and to evaluate if the route needs rehabilitating works. Justifications of every maintenance will be requested during the control.
This check up is an diagnostis of the installation that could potentially lead to rehabilition works on the system to be charged on the owner.
This check up is preceded by a letter of appointment from the technician. Besides, according to the Community Council deliberation, this control will be charged at owner.
